"Nahe Biti Boot" As Instrument of Overcoming Conflict to Create Peace and Reconciliation in Timorese Society: A Literature Review

Abstract

This literature review examines "Nahe Biti Boot" a traditional Timorese conflict resolution mechanism that serves as a crucial instrument for overcoming social conflicts in Timor-Leste. Through systematic analysis of scholarly literature, policy documents, and empirical studies from 2002 to 2024. This review explores the historical foundations, procedural mechanisms, sociocultural significance, and contemporary applications of this Indigenous practice. The findings reveal that NBT operates through deliberative dialogue, community participation, and symbolic rituals that prioritize reconciliation over retribution. The review identifies key themes including the integration of customary and formal justice systems, the role of traditional leaders, gender considerations, and challenges of maintaining authenticity while adapting to modern contexts. This analysis contributes to broader discussions on indigenous conflict resolution mechanisms, legal pluralism, and culturally appropriate PB strategies in post-conflict societies. It concludes that “Nahe Biti Boot” represents a valuable model for restorative justice deserving greater recognition in international PB discourse.
